मध्यप्रदेश का एक और... ध्रुव...

जी हाँ, अभी पिछले दिनों ही  पार्टी पहले ध्रुव की चर्चा शहला मसूद हत्या कांड में सुन चुकी है. बड़ी मुश्किल से पहले वाले से छुटकारा मिल पाया था कि अब दूसरा नाम उछल गया है. परेशानी यह है कि जिस दिन संध के मुखिया भोपाल में मौजूद थे उसी दिन यह खुलासा मध्य प्रदेश की ए. टी एस. ने किया कि उसने देश द्रोह के आरोपों में 11 हिन्दू युवकों को गिरफ्तार कर लिया है.  कम से कम दो युवा बी जे पी से भी जुड़े हुए हैं.
आतंकियों के साथ मिलकर काम कर रहे हैं और उन्हें इस बारे में जानकारी थी कि वह इस पार्टी से जुड़े लोगों का ध्यान रख रहे हैं.
आतंकियों के जाल की जानकारी मिलना काफी चौंकाने वाली बात है.
देश के साथ गद्दारी करना किसे भी पसंद नहीं है. मुझे तो लगता है कि यह सब कुछ साजिशों के आधार पर किया गया है.
प्रदेश के मुख्यमंत्री को नीचा दिखाया है. लेकिन अब तक वह चुप हैं.

मेरे पास मीडिया की खबरों के मुताबिक इस पर कई सवाल हैं

1. जब संघ प्रमुख राज्य के दौरे पर भोपाल में थी तब ही यहाँ खुलासा क्यों होता है ?  क्या ए टी एस को दिल्ली से आदेश दिए जा रहे थे ?  किसके कहने पर यह हुआ ?

2. क्या मुख्यमंत्री को मालूम नहीं होता है कि मनी लॉन्ड्रिंग के माध्यम से पार्टी के लिए फंड इक्ट्ठा किया जाता है  और यह काम पार्टी के लिए अाई टी सेल के लोगों के साथ मिलकर किया जाता है ?  तो फिर उनको बचाया क्यों नहीं मुख्यमंत्री जी ने ?

3. क्या यह युवा पार्टी को चूना लगा रहे थे जिस वजह से पकड़ा दिया गया है ?

यही तय समझिये कि कहीं न कहीं पार्टी में गड़बड़ हो गई है.  दिल्ली की बी. जे पी.  अब भोपाल की बी जे पी के खिलाफ कार्रवाई करने लगी हैं.
गुटबाजी की बदौलत ही ग्वालियर के प्रमुख दोषियों को पकड़ लिया गया है.
दूसरी ओर संघ के अध्यक्ष के समक्ष मुख्यमंत्री को नीचा दिखाने के लिए यह कांड हुआ है.
केन्द्र से अपेक्षित मदद, योजना के लिए एवं गैर योजना, की राशि नहीं मिल रही है. संघ के साथ जुड़ी संस्थाओं में भी काम करने के लिए फंड की कमी की चर्चा है. जब केन्द्रीय मदद रुकी हुई सी है तब यह तर्क भी दिया  जा रहा है कि मुख्यमंत्री को बदलो तो राज्य की मदद बढ़े. प्रदेश में आतंकवाद से संबंधित जुड़ी यह पहली बार है जब राज्य की ए. टी. एस. ने ही हिन्दू युवकों को गिरफ्तार किया है.
मार्च तक तो स्थिति साफ हो जायेगी कि मध्यप्रदेश के मुख्यमंत्री बदलना है या नहीं.

SHGs supplying cooked-food are now stuck as a “Business” !!




We have seen progress in the field of formation and sustenance of Self-Help Groups popularly known as SHGs. The effort started as a means of thrift and small credits for the members of such SHGs which mushroomed into Savings and Credit Groups while some of them turned into micro-Finance Institutions or mFIs also. Banks were never supportive of the spirit of forming a self-Help Group as they termed them groups of the greedy poor. The Non-Government Organisations (NGO) continue to support the logically correct and politically volatile concept of SHGs all over India.

SHGs are now a part of almost all the group-based programmes of any Governments, both at the Centre and of States. These SHGs have been formed around some of the best locally available opportunities for the below-poverty- line families’ - employment, wealth- generation and skill-utilization. Women have been encouraged to form these programme -driven SHGs to supply cooked mid-day meals to the Government Schools, Anganwadis and Hostels running especially for the children of the socio-economically poorer families.
The recent steps to run the business of SHGs as a business are highlighted by two tougher steps of our Government at the Center. I am not saying that the States are lagging behind in discouraging the members of SHGs but am only elaborating on two such decisions adversely affecting the SHGs of the poor.

First decision is to register the SHGs supplying cooked food under the online mechanism of FSSAI Registration regime, on the URL: - http://foodlicensing.fssai.gov.in  . The process appears to be simple but major data is required to obtain such registration. Online feeding of data needs time , money and information for completing it. The details include the facilities available with the SHG, names of members, means of identifications of the post-holders, complete address where food is cooked and Bank account details. It is good that the Government did not asked here in this registration process some further details about Registrations of SHGs as a Society/ NGOs/Trust, their  PAN, TIN, Audit reports and fixed assets, etc .
Second decision has now being taken to issue Income Tax (IT) notices to all such SHGs defined above. As we know IT returns arise out of situations best known to the Department of Income Taxes. The notices given to these SHGs have given them fifteen days to reply in details, to queries related to them regarding  -  PAN, Business account for last three years, PAN of the post-holders ( President and Secretary in particular)  and whether they submitted Income Tax Return (ITR) for the last three years or not?  what kind of incomes do the SHGs have? etc.

This IT notice has been expected by NGOs like us and we had forewarned the SHGs that they will face such problems in future but SHGs had told us that no one either from the State departments who were Funding them for the Mid-day meal supply work nor the Banks with which they had Bank Account told them to prepare the statements being asked by the Department of IT now.
SHGs are now disturbed by the Notice asking them details of their business.  

They do not have the original purchase Bill -Vouchers ( which are mostly with the Teachers / Matr-Sahyogini Samitis/ Anganwadi workers ) , no supply Reports, no audit reports, no PAN cards,no copies of the ITRs of the post holders, no fair judgments of net profits, no TIN Numbers, no Bank Statements to prove that they work on a no-profit, no-loss purpose while supplying cooked meals to the allotted schools and Anganwadis so how will they report this to IT notice ? 

How will they carry out their “Business” now on ?

CASE STUDY OF A CLUSTER OF SELF- HELP GROUPS.


            
In Kesla block of Hoshangabad district in Madhya Pradesh , PREHARI an NGO was working in Nagpurkala, Pandri and Chandon are three neighboring villages. PREHARI formed a Cluster of the Self-Help Group (SHG) of women with a name of  Tulsi Cluster, at Nagpurkalan on 23-12-2001, with 6 SHGs and a deposit of Rs.600=00. These three villages have Ordinance Factory Market near Itarsi ( Hoshangabad ) a place as the common market and weekly haat market are. which is the centre for many commercial transactions.
 There are five Self - Help Group(S.H.G.) in Nagpurkala, six in Pandri and four in Chandon. Five of these groups have been functional from the year 2000 when PREHARI NGO started working here in Swa Shakti Projectª. The rest have been formed after the end of 2003 when PREHARI started to withdraw from the Swa _Shakti Project.
The Cluster meeting of all the Self - Help Group(S.H.G.) in the area was called by Sri Gulab who is the area organizer (AO) for these villages at Nagpurkala, where almost all the members of the Self - Help Group(S.H.G.) member of this Cluster attended. The members suggested that this village was far off from the centrally located village of Pandri so after initial six meetings the venue was shifted to Pandri. This was accepted as some felt that this will become an ideal place for information sharing and others felt that this should be a forum from where they would understand the activities and functioning of other such member groups much better way.
Around  groups came together for the next cluster meeting, initially each meeting has discussed the importance of the formation of a cluster and the relevance was openly debated by the members. The point were raised that the Self - Help Group(S.H.G.) might have to be closed as the mother NGO was going to move out and all the Self - Help Group(S.H.G.) might end up as Bank defaulters, leaders were skeptic that they might have to repay the Bank loans from their own pockets, the AO wee shaky the they might loose the earnings coming as the service providers for the Self - Help Group(S.H.G.) and the husbands were agitated that the government was not serious in their upliftment as it was stopping the project. But the groups kept continuing their meeting and working with the NGO and AOs and kept dealing with the problems on their own. They were not ready to share their problems even in the Cluster Meetings as they feared that they might be exposing their weaknesses before the other groups. The meetings were silent and slow. It seemed that the cluster was meeting because the AO has to conduct and carry out such meetings. Slowly the problem of dis interest were discussed in the member Self - Help Group(S.H.G.) s. The number of members coming to the Cluster meetings declined and those who did came they went after putting their signature on the attendances register for doing the market work. Then it was decided that not every member of the member Self - Help Group(S.H.G.) shall come to attend the cluster meetings but only two members who are serious in discussing the problems faced by the Self - Help Group(S.H.G.) should be nominated by each group to attend the meetings of the Cluster. Dissenting voices were noticed as the members said that we were discriminating, were not serious in inviting all the members, worker AO should conduct the meeting why waste time for the full day and the attendance be made mandatory. But the mother NGO insisted that the members of the Clusters have to send the member representatives for the meeting of the Cluster each month regularly.
The lack of interest was discussed repeatedly by the worker of NGO. The reasons for this lack of interest were explored in the Self - Help Group(S.H.G.)’s meetings and individually discussing with the leaders. It was found that the main reason was that the group representatives who came for the meeting of the Clusters did not have a feeling of ownership and belonging to the Cluster. The concept of Cluster was not clear to them. Thus the venue was again shifted to each village by turn so that the AO and the NGO could discuss the points of responsibilities in the village where all the members of the local groups could easily attend the meetings of the Cluster. The time of the meeting was changed from the early morning to the afternoon one p.m. where every one could attend before going for the weekly market. The SHG leaders were asked to attend all the initial meetings of the Clusters. The SHG leader would then give place to anyone from the Self - Help Group(S.H.G.) according to the two members by choice decided well in advance in the meetings of the SHG. This exercise the members and their representative attended all the cluster meetings on time and seriously discussed the issues faced by the members of their Self - Help Group(S.H.G.). The pressure of the Self - Help Group(S.H.G.) was seen on their faces during the discussions in the Cluster meetings.
The next major issue was increasing the financial power of the Cluster. The ideas of separate savings for the expenses met by the Cluster was protested by each member who said that the need to strengthen the Cluster  could weaken the SHGs as they are asked separate savings each month. They asked about the kind of expenses that were being needed by the Cluster. A series of brainstorming sessions were undertaken and four AOa attended the meetings and suggested that the groups make presentation of the work done by them till then. This was followed by group discussions and for the first time the members of Self - Help Group(S.H.G.) realized that they had done so much in terms of savings, internal lending, repayments, bank loans and repayments and number of meetings of the Self - Help Group(S.H.G.) and if all of them came together to financially support the Cluster than they will not have to look for the outside support. Realizing thus that the members of the SHGs had come to know of the advantages of Cluster the need for regular meetings was highlighted. The Cluster came into existence to help sustain and guide the members SHG.
The monsoon that followed decreased the attendance of the members in the clusters as they had to come from villages a s far as ten k.m. from the place of meetings but the saving for the Cluster kept reaching the Cluster at Pandri village. In one of the later meetings it was decided that for smooth functioning of the  Custer each member SHG should take up some specific activity and responsibilities. the leaders should then ensure the smooth conduct of the Cluster. Thus the division o f work led to the election of Cluster representatives. Elections were held with approval from the member Self - Help Group(S.H.G.) s. Different groups sent new members for the election process so that their issues could be solved by the better vocal members in the Cluster meetings. The process was completed in the presence of Sri Parvez Ameer, Hon. Director of PREHARI and the process of the opening of the joint Bank account for the Cluster was also started.
The role of Sri Gulab was appreciated by all the Cluster members and the AOs in the Team of PREHARI. He was instrumental in imbibing the concept of Cluster among the rural Self - Help Group(S.H.G.) s who had never experienced and heard of the Cluster for the SHGs for the rural poor. The local Banks were also surprised at the progress made by the Cluster here and they opened the savings account after the mother NGO PREHARI gave guarantee of good work of the new Cluster.
Assured support from other SHG of the member villages and the neighbouring areas and the mother NGO boosted the confidence to get involved in the developmental works of the village. Later one of the member of the Self - Help Group(S.H.G.) was elected as the gram Sarpanch of the village Pandri and that too with the active support from the members of the Clusters.

Political Hindrances of the areas :-
The villagers in the Pandri were guided by one former vice sarpanch. He was interested in winning the election of the local Sarpanch of Pandri. The villagers were not interested in him as he was very rude in his behaviour and never supported the villagers in the time of need and help. Some of the relatives were present in the Cluster and they started a libelous campaign against the Area Organiser Sri Gulab. The man who was behind all this remained aloof , as if he knew nothing about the mischief being spread by him. The members of the Clusters came to know about the plan to remove the AO from the area and getting the advantage from the Self - Help Group(S.H.G.) and  their Cluster. The mother NGO came to the help of the AO and discussed the issue of sustainability and asked the AO to leave the area if the services of the AO were not required by the members of the Cluster. This was discussed with the member Self - Help Group(S.H.G.) and the local Bank Manager also. They all knew that somebody was behind the mis communication that all these Self - Help Group(S.H.G.) are going to be closed and the AO is leaving the area. But the orientation given to the SHG leaders, transparency in maintaining the records of the Self - Help Group(S.H.G.) and the Members, minutes of the Cluster and the involvement of the local Bank in resolving the issue was so effective that the issue was settled once and for all. The AO was asked to continue the work and then the saving of the Cluster was increased so that the expenses could be met. The payment to the AO was made each month during the last meeting of the SHG for that particular and the details were re told and recorded in the monthly meeting of the Cluster. The issue of payment for the meetings of the SHGs was the prime point of jealousy of some other local youths later in the like of this Cluster. These youths questioned the amount of effort that is required to write the monthly cash book and the minutes while the SHGs were paying the AO from one hundred to Two hundred rupees a month similarly the Cluster was paying one hundred and fifty rupees for the single meeting of the  Cluster.
This problem was addressed by asking the member Self - Help Group(S.H.G.) to give a local youth from among the village Self - Help Group(S.H.G.) who could write the records and get paid for these services. Three youths were proposed for this purpose and taken up for the work of the record keeping. On the third month they left the work citing various reasons prominently among that were – the work is very difficult at night when most of the meetings are held after the  dinner of the rural women, low voltage or no electricity available at night to write the records, their parents were  hassled by the queries the women members made about the conduct in these meetings, the local girls were not ready to write the records as they were not allowed to move out of their houses during the night and alone and the youth could not do the simple addition and calculation function in writing the cash book which were rewritten by the trained AO. This is the problem which we have not been able to   tackle so far even when we have made the records very simple and straight. The entry is done at three places for accuracy and avoidance of money pilferages in the groups the first is the individual Pass Book of each member, that is now provided by the Cluster, second is the entry in the meeting related Cash Book cum Bank Book ,filled in duplicate a copy of which is still submitted to the mother NGO for monitoring  and the third entry is done in the loan portfolio of the member. The cash ash to be balanced in each such meeting so that the income matches the expenses side. The record keeping, discussions on the loans and repayments, shared trust building and the participation of the members is increased by the formation of the Cluster and Federation.

The innovative programmes are designed by this Cluster which is named as Saroj Beema Yojna.

व्यापम की जांच में सांच को आंच



कल तक जो हल्ला मीडिया में व्यापम घोटाले को लेकर मचा था उस में सच्चाई की कई पर्तें सुनाई एवं देखने को मिलीं। अब तो ऐसा लग रहा है कि जैसे स बी आई इस महाविनाशकारी घोटाले में पर्दाफ़ाश कर के सच्चाई को जल्द ही कोर्ट में प्रस्तुत कर देगी। ऐसा तो न आज तक हुआ है और न ही मुझे कोई उम्मीद भी दिखती है,
क्यों ? इस के कुछ कारण मैं यहां पर पेश करना चाहता हूं।

आप जिस सी बी आई को मध्य प्रदेश भेज रहे हैं या जिस को आप काम करते हुये यहा पर देखेंगे उस को किस हद तक मध्य प्रदेश की आर टी आई एक्टीविस्ट शहला मसूद की निर्मम हत्या का कार्य सौपा गया था। इस केस में क्या हुआ कि जो सरकार के एक मंत्री से पूछ ताछ के बाद भी उन्हे इस केस का अभियुक्त नहीं बनाया गया। इस पूरे के पूरे केस को शहला के व्यक्तिगत जीवन से जोड दिया गया और उनके ही परिवार के लोगों को जेल भेज दिया गया। शह्ला के परिवार के लोग भी अब शांत हो गये और यही मीडिया उन्हें भी भूल चुका है। इस से यह तो साबित होता है कि राज्य की पुलिस नें वो सारे सबूत को केस को कमज़ोर करने के लिये दिया।
सबूत जो की किसी भी केस के हल होने के लिये आवश्यक होतें है यदि उस में ही कोई हेर फ़ेर हो जाये या उन्हें नष्ट कर दिया जाये तो सी बी आई क्या कर लेगी ?
कोर्ट की मंशा पर सवाल उठानेवाला मैं कोई नहीं लेकिन मैं अपने व्यक्तिगत अनुभव से यह कह सकता हूं कि मध्य प्रदेश में किसी भी स्तर पर न्यायालय न्यायदान नहीं कर रहे हैं। 
इस के दो प्रमुख कारण मुझे दिखते हैं, पह्ला इस प्रदेश में व्याप्त अन्कल जजेज की प्रव्रिति, जिस कोर्ट में वकील रह कर प्रैक्टिस करी उसी में जज बन जाने के बाद उस कोर्ट के जूनियर वकील उस जज से सेटिंग कर के केस का निर्णय अपनी मन मर्जी का करवा लेते हैं। उदाहरण है कि एक ज़िले में पिता अपर कलेक्टर है तो उसकी बेटी जिले में जज और दोनों वहां के निरीह लोगों को मिल के परेशान करते हुए भी देखा। इस प्रणाली का खुल कर कहीं दुर्पयोग कहीं देखा तो वो यहीं मध्य प्रदेश में ।
 दूसरा कारण राज्य सरकार का यह एम पी मोडल है कि यहां जज बहुत जल्द ही उच्च्तम न्यायलय पहुंच जाते है इस का क्या राज़ है ? सरकारें उच्च न्यायलय के जजों से सरकार के खिलाफ़ अधिकतर केसों को सरकार के पक्ष में करवा कर उनके गुण गान करके उन जज की तरक्की करवा देती है जो उनके हिसाब से चलते है, वर्तमान में दिल्ली में भी एक न्यायधीश एम पी से ही प्रमोट हुये हैं और व्यापम के केस की सुनवाई भी कर रहे हैं।
आप कहेंगे कि मैं जो यह आरोप लगा रहा हूं तो इनके क्या सबूत है मेरे पास ? तो आप को यह जान कर हैरानी होगी कि मध्य प्रदेश में जब भी किसी केस को सरकार अपने पक्ष में करवाना चाहती है तो यहां पर उस केस की फ़ाईल गायब हो जाती है यानी कोर्ट अपने विवेक से उस केस का फ़ैसला करे और आवेदक को उससे संतुष्ट होना होगा । उनका फ़ैसले को आपको चैलेंज करना है तो सुप्रीम कोर्ट के चक्कर काटो । 

ऐसी स्थिति में मुझे तो व्यापम घोटाले में सांच पे आंच अभी से ही दिख रही है
